HIA STAFF CODE OF PROFESSIONAL CONDUCT
The Habbo HIA law is to make [HIA] a better place for everyone. These rules must be followed by everyone at ALL times within the [HIA] not only the HQ- this includes instant messages on habbo and/or other sites. This will help us develop a friendly environment for all workers. Also each and every avatar will be treated equally, and fairly. If you do not follow these rules you will face severe consequences.
Section ONE (1) – General Knowledge

FTF (Fill the Front)
Sit at the front desks of the base and recruit people to work for Black Ops.
FTS (Fill the Security)
Sit in Security and manage who comes inside base.
FTT (Fill the Training)
The training area is next to security in base.
FTTR (Fill the Training Room)
Go to training room and train recruits.
FTHD (Fill the Help Desk)
Go to the help desk and help members that have any questions/inquiries.
FTB (Fill the Back)
For people who needs to go on AFK/BRB or awaiting for working stations to be available.
CTH (Clear the Hallway)
This command indicates the hallway to be cleared. If you are in the hallway, please move away from there immediately to avoid the being kicked.
BTB (Back to Base)
To return to HQ and resume normal duties.
BTW (Back to Work)
Return to work from current non-working activity. Has the same effect as AE except that it could be commanded without having to ATT first.
ATT (Attention)
Stand in front of the superior rank that called ATT, wave and say: ‘Yes Sir/Ma’am!’
AE (At Ease)
Go back to what you were doing, and if you are in ATT, don't leave unless you hear AE.
Section 1.3: Dress Code [Part 1]
Badges - Rank badges must be worn at all times unless official SS duties requires you to wear another official badge owned by SS-Director. For example, transferring, rank selling, promoting into a new division, performing tasks for EUs.
Motto - Please have your motto in the right format at all times. Decoration & symbols can only be used for Leadership and above. If you are trainer+ please have your tag in your motto at all times. Senior staff can only remove their promoter's tag IF their motto is too long.

Security Division – Training Division: Division Ranks’ Uniform (HC/Non HC). The color of the uniform is optional until Legal Affairs+.

Professional Dress Code
- Respect everyone, regardless of rank, gender, age or beliefs
- Do not use colored chat unless you're permitted to, training or touring the recruits (red only).
- Do not use inappropriate language/swearing/caps.
- Do not Dance/Spam/Flood under any circumstances.
- Do not self-promote (SP) - breaking this rule will lead to instant dismissal.
- Do not ask/hint/beg for Promotions or Pay.
- Do not use effects within HQ/HQ Lobby.
- Do not abuse authorities/power of your rank.
- Do not let anyone that does not have the Badge, Uniform & Motto into HQ.
- Do not go Away From Keyboard (AFK)/Be Right Back (BRB) at inappropriate areas.
- Do not be disloyal or seek to cause harm to the Black Ops.
- Do not have more than one paying job in other agencies.
- Do not harass ANYONE in HQ or HQ Lobby.
- Do not show of any form of disrespect to ranks higher than you.
- Do not sell of ranks without the Official Rank Sellers Badge.
- Do not disrupt peace within the Black Ops.
- Do not disrupt peace within allies and other agencies.
- Do not scam or be affiliated of scamming.
Section 1.2: Commands

Professional Dress Code
- Anyone that is allowed with this code is to abide with the following
- Shirts & Trousers/Skirt to be on at ALL times in HQ.
- No Number at the back.
- No big hats.
- Covering your whole face is not allowed. e.g: wearing glasses + masks/accessories
- Masks listed below may NOT be worn.
- The following hats and masks listed below are not permitted to be worn while inside of HQ. Failure to abide proper dress code will result in punishment.
People who fail to abide these rules will receive appropriate punishments (Section 2.1).
Section 1.5: Personal Assistant
Section 1.6: Use of Language
For Example, if you're on duty at the FTT station, and someone walks up to you and he only knows the Japanese language, and you are able to communicate in Japanese too, then you're allowed to do so, to inform him that the agency operates in the English language, or/and to ask him to change to the English language.
- The following policy regarding Personal Assistants are to be followed. If not, the Personal Assistant may be terminated from the PA rank, and the superior will face consequences accordingly.
- Members in the SM unit and above may choose a Personal Assistant as long as it follows regulations, which can be read below.
- When recruiting a personal assistant she/he must be at the rank unit HR (and all units above.)
- Once the Personal Assistant reaches the rank above their superior; they will no longer be a Personal Assistant. The former assistant may always help give advice to their former superior – but will not hold the title of a current official Personal Assistant.
- PAs may not strike without their superior's approval, may not fire without SM+ approval, nor promote anyone above their rank even with superior's approval.
- Asking to be someone's PA will lead to demotion.
Section 1.6: Use of Language
- Please note that the agency uses an english-only language policy for all communications & operations.
- You're required to use the English language while on duty at any active stations (FTS, FTT, etc.) Usage of any other languages are restricted to the FTB, Bar Section & VIP Corner, for non-work purposes only.
- This rule will be exempted if the person that you're talking to only knows another language other than English, and you're able to speak that language, or if the person you're talking to needs to be told in another language to change to the English language.

Section TWO (2) - Punishments

People who fail to follow the Rules will receive appropriate punishment.

Violating ANY Master Policies (Section 4)
Section 2.2: Kick on Sight (KoS)
People who fail to follow the Rules will receive appropriate punishment.
Violating General Rules (Section 1.1)
- You will go through the Strike System (Section 3.2)
- Kick/Mute whenever necessary.
Ignoring Commands (Section 1.2)
- You will be called to ATTENTION once again.
- If still fails to react within 10 seconds, you will be kicked.
Breaking Dress Code (Section 1.3)
- You will go through the Strike System (Section 3.2)
Violating Forum Rules (Section 3.7)
- You will be put through interrogation by Forum Administrators (Section 3.8)
- You will be punished accordingly once found guilty.
Violating ANY Master Policies (Section 4)
- You will be put through the Strike System (Section 3.2)
- In Serious Situations, offenders might be fired straight away.
Section 2.2: Kick on Sight (KoS)
- List of people that will not be able to join HIA ever again
- Names shown under the KoS list will not be able to Join/Transfer into HIA.
- They will be able to return to HIA only with Permission from a 1iC.
- KoS list can be found on Official HIA Website.
- Always check if they are within the list before Recruiting/Transferring someone.
Section THREE (3) – General Systems
Section 3.1: Payment System
Pay Times: 12 pm, 8 pm, 4 am

Leave of Absence, known as LOA is considered as leaving Habbo for a period of time.
If you're going on LOA, make sure to fill out the form on the forums
A notice on http://forum.habbohia.com/forumdisplay.php?fid=9 is helpful to let the others know abour your inactivity.
The minimum amount of LOA you can go is 15 days - for approving and/or extending it, you need 2iC+ approval.
While you're on LOA - your motto must include your BO rank and [LOA] notice.
While you're on LOA, you don't have priviledges such as promotions, pay, etc.
Section 3.5 Promotions
Section 3.6 Meeting Room Policy
Pay Times: 12 pm, 8 pm, 4 am
- Take note, it is not your time, but in UTC timezone.
- If you miss payment, you will not receive payment within that week.
- If anyone found to be begging if you missed pay, you will receive punishments (Section 2.1)
Section 3.2: Strike System
- Only SM and above are allowed to strike.
- The strike can only be removed by the official or Executive Commitee after thorough investigation.
- 1st strike will remain for 14 days.
- 2nd strike will last between 14-28 days(depends on case)
- Strike 1: Warning to Offender, Add x1 into Motto.
- Strike 2: Demotion and/or, Add x2 into Motto.
- Strike 3: Further disciplinary actions.
- After these, the offender is fired from HIA.
- [x1], [x2] and [x3] are referred as Strike Numbers
- If an offender is found to remove their Strike Numbers without permission, they will be FIRED.
Section 3.3 Firing System
- Make sure to investigate and get valid evidence, before you fire or gave any approval for firing.
- Consult a 2iC if you are unsure.
- High Ranks+ are allowed to fire till Advanced Officers.
- Firing other ranks is valid only if its approved by Junior Command and above.
Section 3.4: Leave of Absence

- SLT - Can be promoted every 8 hours
- EA - Can be promoted every 10 hours
- IA - Can be promoted every 10 hours
- OOA - Can be promoted every 12 hours
- HM - Can be promoted every 12 hours
- SM - Can be promoted every 24 hours
- MOD - Can be promoted every 24 hours
- DIPLO - Can be promoted every 48 hours
- BOE - Can be promoted every 72 hours

Section 3.6 Meeting Room Policy
- Stay silent at all time when the meeting has commenced unless permitted by the host
- If you wish to comment, wave constantly until called on by the host
- Do not interrupt the meeting by speaking out randomly and walking around without permission
- To stay active, either use _b or whisper to a friend
- If you wish to speak you must not use ALL CAPS or colour chat
- Only one member is to be speaking in the meeting at a time
- Please show respect to all attending members.
Section FOUR (4) – Base Operations
Section 4.1: Room Rights
Room Rights cannot be bought, only given to trusted staff.
People who Beg/Ask for Room Right will be put through the Strike System.
Room Rights can only be given by BlackOpsFounder.
If someone is found to abuse rights, you will be dealt with SEVERE punishment.
Section 4.2: Transfers
Only members of Internal Affairs are able to transfer members.
There is a “Transfer Desk” at the top of HQ. Transferring will take place there.
Internal Affairs is an Administrative Department that only the most active and loyal may join.

Anyone that is not in IA seen handling transfers will be dealt with SEVERE punishments.
Section 4.3: Admin on Badges
Receiving Admin on Badges is an exceptional honor within the Black Ops.
Only Trusted staff will be allowed to have Admin on badges.
Admins of Badges are to help anyone who is Awaiting Badge(s) to get them.
People who Beg/Ask for Admin Rights will be put through the Strike System (Section 3.2)

Section 4.4: Rank sellers
People authorized with the Rank Sellers Badge are allowed to sell ranks.
Make sure that whoever sells you rank has the badge and it's by SS-Director,
So that you avoid being scammed.
We don't accept any refunds.

Whoever is found selling ranks without authorization and no badge, will be fired on the spot.

Section 4.5: Alliances
Only Staffs who is in the External Affairs (EA) Unit is allowed to handle Alliance Cases.
Anyone else seen handling Alliance Cases will be FIRED straight away.
Agencies applying to be an Ally have to meet with the requirements on the website

Allies HR+ are allowed to have our VIP badge, and is only allowed to enter VIP Area in HQ.
Allies iC+ are welcome to request our SV badge, although it will be issued depending on your rank within your agency. This grants access to our base and our SV rules must be followed -
